Sanctioned vessels are 3.8x overrepresented in the 20-24 year age bracket compared to the general tanker population. These ships cannot go to certified yards for maintenance — they use shadow repair facilities or defer maintenance entirely. They are operating without P&I (liability) insurance. A catastrophic failure from an aging, uninsured, sanctioned tanker in a major shipping lane is the scenario no insurance company will cover and no US agency currently monitors in cross-referenced real time.
